Membership Policy
Eligibility for Membership
1.1. To become a member of the Bangladesh Mariners Council (BMC), the applicant must be a citizen of Bangladesh.
1.2. The applicant must be a professional mariner, holding valid certifications or qualifications recognized by the Government of Bangladesh and relevant international maritime authorities.
1.3. Applicants must not have any criminal records or pending cases related to maritime misconduct, fraud, or other activities that contradict the principles and ethics of the BMC.
1.4. Applicants must demonstrate a commitment to the mission, vision and ethical standards upheld by the BMC. This includes a willingness to contribute positively to the maritime community and the activities of the council.
1.5. Members are required to comply with the rules, regulations and code of conduct established by the council. A clear understanding of these expectations is essential for eligibility.
1.6. The final decision on membership approval is subject to the review and acceptance by the BMC executive committee. The committee may assess the applicant’s qualifications, background and alignment with the council’s objectives before granting membership.
Application Process
1. Applicants must complete and submit the official membership application form, providing accurate personal, professional and contact details.
2. Applicants must attach copies of valid maritime licenses, certificates and relevant documents.
3. All applications are subject to verification and approval by the BMC Membership Committee.
4. The BMC reserves the right to accept or reject applications without obligation to provide a reason.
Compliance with 1994 Company Policy
1. The Bangladesh Mariners Council operates in full compliance with the guidelines established in the 1994 Company Policy, which includes provisions for organizational management, member conduct and financial integrity.
2. All members are required to follow the regulations and standards set forth by the 1994 Company Policy to ensure fair and transparent operations within the council.
CLASS OF MEMBERS, THEIR QUALIFICATION AND RIGHTS
6.1. The yearly membership fee for officers is BDT 1, 000 and for cadets, it is BDT 100. The annual renewal fee is 1,000/- BDT for Cadets and 100/- BDT for Officers. This fee can be paid either quarterly or annually. The Executive Committee may revise these fees as necessary.
6.2. Lifetime members are required to pay a one-time fee of BDT 20,000 for the year 2024. This fee is subject to adjustment by the Executive Committee as deemed appropriate.
6.3. Lifetime members of the BMC enjoy several benefits, including a one-time fee that eliminates recurring payments, special recognition within the community and priority access to events and seminars. They have full voting rights in elections, access to exclusive networking opportunities and receive discounts on merchandise and services. Additionally, they benefit from extended support, resources and mentorship, with lifelong membership ensuring continued involvement and benefits throughout their career.
6.4. If any member (including ETO) fails to pay their fees for more than a year, their membership may be suspended or terminated, or the membership may be regularized with penalties, as determined by the Executive Committee.
6.5. BMC will begin accepting membership from rating members at a later stage and members will be notified when this process starts.
6.6. All payments are non-refundable.
CONDITIONS OF MEMBERSHIP
1.1. To become a member of the Bangladesh Mariners Council (BMC), the applicant must be a citizen of Bangladesh.
1.2. The applicant must be a professional mariner, holding CDC as a Cadet/ as an Officer recognized by the Government of Bangladesh and relevant international maritime authorities where expiry date of the CDC is not applicable.
1.3. Applicants must not have any criminal records or pending cases related to maritime misconduct, fraud, or other activities that contradict the principles and ethics of the BMC.

1.7. Founding members of the Bangladesh Mariners Council (BMC) possess the authority to shape the organization’s long-term vision, propose and approve key policies, influence leadership selections and oversee election-related matters, including the power to cancel or reschedule elections or decisions involving any member or the association. They also hold veto rights on major decisions, serve as permanent advisors, mediate conflicts and are honored as legacy members with Lifetime Membership and special privileges including the custodianship of the BMC’s core values.
1.8. For the exercise of veto power, at least 50% of the founding members, including the President and Vice President, must be involved. This applies specifically to those who have submitted written notice of their non-involvement as candidates in any election, as outlined in ANNEX 1.7.
1.9. Applicant must follow and acknowledge all rules and regulations of BMC Memorandum and Article of Association.
CERTIFICATE OF MEMBERSHIP
- Each member shall, without payment, be entitled to a certificate of membership under the Common Seal of the Association.
Amendments to Terms and Conditions
1. The BMC reserves the right to amend or update these terms and conditions as necessary, with prior notice to members.
2. Any changes to membership policies will be communicated via official channels and must be adhered to by all members.
Termination of Membership
1. Membership may be terminated due to:
- Voluntary resignation submitted in writing.
- Non-payment of dues after a grace period.
- Violation of BMC rules or involvement in illegal activities under the laws of Bangladesh.
2. The BMC reserves the right to take legal action against any member found engaging in activities detrimental to the organization or violating Bangladeshi laws.
